EDIT: major facepalm.. I shut down the computer for the night, next day I come back, turn it on, visit a youtube video, and it just fixed it self. Scroll wheel adjusts the sound, I can pair it, I can turn it off. All fixed by just restarting my computer. I could have thought of that previously, but why did I have to restart? what was the problem? Hmm.. seems a bit strange.
